A RESOLUTION

1- 1 Commending Dr. Roy Charles Bell; and for other purposes.

1- 2 WHEREAS, Dr. Roy Charles Bell of Riverdale, Georgia, is a

1- 3 highly respected dentist whose courageous efforts as a

1- 4 member of the Doctors' Committee on Implementation helped to

1- 5 desegregate hospitals in the State of Georgia and across the

1- 6 country; and

1- 7 WHEREAS, Dr. Bell received a B.S. degree from Howard

1- 8 University in 1950, a D.D.S. degree from the Howard

1- 9 University Dental School in 1958, and a J.D. degree from the

1-10 Woodrow Wilson College of Law in 1974; and

1-11 WHEREAS, he practiced dentistry in Atlanta, Georgia, from

1-12 1959 to 1979; and from 2002 to present and

1-13 WHEREAS, from 1981 to 1983, he served as Commissioner of

1-14 Human Rights and Fair Housing in Sacramento, California; and

1-15 WHEREAS, from 1983 to the 2002, he has served as a dental

1-16 consultant in Rockville, Maryland; and

1-17 WHEREAS, Dr. Bell made an indelible mark on history as a

1-18 member of the Doctor's Committee on Implementation which by

1-19 concerted and courageous efforts helped to desegregate

1-20 hospitals in the State of Georgia, including Grady Hospital

1-21 in the City of Atlanta, and across the country and to win

1-22 for black Americans the right to equal access to health

1-23 care; and

1-24 WHEREAS, the other members of the Doctors' Committee on

1-25 Implementation were Dr. Albert M. Davis, Dr. Otis W. Smith,

1-26 and Dr. James Ellison; and Zernona Clayton and

1-27 WHEREAS, armed with irrefutable evidence of discrimination

1-28 which they gathered at their own peril on tours of

1-29 hospitals, the members of the committee were tenaciously

1-30 committed to winning the fight against injustice by exposing

1-31 the inequities of the health care system in this country.

1-32 NOW, THEREFORE, BE IT RESOLVED BY THE SENATE that the

1-33 members of this body commend Dr. Roy Charles Bell for his

1-34 significant professional contributions and pay particular

2- 1 tribute to him for his role in changing American history as

2- 2 a member of the Doctors' Committee on Implementation.

2- 3 BE IT FURTHER RESOLVED that the Secretary of the Senate is

2- 4 authorized and directed to transmit an appropriate copy of

2- 5 this resolution to Dr. Roy Charles Bell.
